CDs discs and DVDs discs are very delicate so you need to be extremely careful not to unintentionally damage the shiny reflective surface.
1. Always wipe the disc surface in a non-circular manner, the best way is to wipe back and forth from the center to the outer edge
2. To remove fingerprints, use a soft cloth and some methanol / ethanol or isopropyl alcohol but ensure you never use a petroleum based solvent like acetone as it will leave permanent damage on your CD or DVD surface. Alternatively you can used mineral water to clean your CD or DVD
3. If the surface is sticky you can mix a mild baby shampoo with some lukewarm water and use a soft cloth to rub the CD, before placing it back into its packaging, ensure that it is completely dry with no water drops left
4. If you notice a scratch on the surface of your CD or DVD it is highly worthwhile making a copy - it may work now but it is could suddenly refuse to work
